MINUTES OF SPECIAL MEETING OF
IRONTON CITY COUNCIL
May 4, 2020
5:30 p.m.

A Special Meeting of Ironton City Council was held on Monday, May 4, 2020 at 5:30 p.m. via video conference. Present was Vice Mayor, Craig Harvey, who presided and members: Cleary, Haney, Hock, Kline, Pierce, Rist – seven.

The sole purpose of this Special Meeting is to give reading and possible adoption of Ordinance No. 20-30, a budget amendment; Ordinance No. 20-31, sale of water; and Resolution No. 20-29, salary resolution.

Mr. Harvey said although Council’s agenda for tonight has Resolutions first, they will start with ordinances as usual. He said prior to reading Ordinance No. 20-30, Mr. Kline has a motion. Mr. Kline moved, seconded by Mr. Cleary, to amend Ordinance No.20-30, to reflect in the Budget Amendment Line 42-005-0010-0001, Salaries, increase of $11,285, for a total of $35,080; Line 42-005-0010-0004, Medicare Employer’s Share, increase of $165, for a total of $515; Line 42-005-0010-0005, Retirement Employer’s Share, increase of $1,580, for a total of $4,895; Line 42-005-0010-0006, Hospitalization, increase of $10,690 for a total of $18,295. Motion passed unanimously.

AMENDED

ORDINANCE NO. 20-30 –   TO AMEND THE PERMANENT OPERATING BUDGET FOR THE CITY OF IRONTON, STATE OF OHIO, FOR THE FISCAL YEAR ENDING DECEMBER 31, 2020 AND DECLARING AN EMERGENCY was given first reading.

Mr. Cleary moved, seconded by Mr. Kline, to give Amended Ordinance No. 20-30 second and third reading by title only and possibly adoption. Motion passed unanimously and Ordinance No. 20-30 was given second and third reading. Mr. Cleary moved, seconded by Mr. Kline, to adopt Ordinance No. 20-30 as amended. Mr. Kline said this ordinance was given a favorable recommendation by Finance Committee. Motion passed unanimously. ADOPTED

Mr. Harvey said prior to reading Ordinance No. 20-31, he will entertain a motion to amend that as well, in Section 3, Public Utilities, add “or any portion thereof” after Section 3. Mr. Haney moved, seconded by Mr. Cleary, to amend Ordinance No. 20-31. Motion passed unanimously.

AMENDED

ORDINANCE NO. 20-31 –   SETTING RATES FOR THE SALE OF WATER FOR CUSTOMERS OF TANKER TRUCKS AND DECLARING AN EMERGENCY was given first reading.

Mr. Haney moved, seconded by Mr. Cleary, to suspend the rules and give Amended Ordinance No. 20-31 second and third reading by title only. Mr. Haney said he wanted to put on the record that this has been discussed with multiple Council members, multiple supervisors, multiple water departments, as well as the Mayor. He said it is something that has been talked about in the past, and they really haven’t been able to meter the bulk sale of water. He said one thing that this is not going to do is affect the price for residents—this is only going to affect the price for bulk water buyers and contractors who come in from outside the City. He said it is a fair price and is not going to drive any business away. He said it also includes a metered water pump to pump into these tanker trucks, so after speaking to all involved, he thinks they came to the conclusion that this is not only fair for the City, but also remains fair for our customers. Mr. Pierce said this also got a favorable recommendation from the Public Utilities Committee. Motion passed unanimously. ADOPTED

*(This was inadvertently not given second and third reading, so it will go on the next Regular meeting agenda on May 14, 2020.)

RESOLUTION NO. 20-29 –  ESTABLISHING SALARIES FOR NON-UNION EMPLOYEES was read.

Mr. Kline moved, seconded by Mr. Cleary, to pass Resolution No. 20-29 and declare an emergency for the health, peace and welfare of the City of Ironton. Mr. Cleary said this was also given a favorable recommendation from the Finance. Motion passed unanimously. ADOPTED

Mr. Cleary moved, seconded by Mr. Kline, to adjourn the Special Meeting. Motion passed unanimously.
