MINUTES OF MEETING OF

IRONTON CITY COUNCIL

November 13, 2025

6:00 P.M.

A regular meeting of Ironton City Council was held on Thursday, November 13, 2025, at 6:00 p.m. in Council Chambers.  Present was acting Vice Mayor, Nate Kline, who presided, and members:  Cleary, Brown, Haney, Hock, Pierce—six.

            All persons stood for an invocation by Councilman Robby Brown from Be Hope Church, and then the Pledge of Allegiance to the flag.

APPROVAL OF MINUTES

            The Minutes of the Regular Council Meeting of November 13, 2025, stood approved as submitted.

 

AUDIENCE PARTICIPATION

 

            Mary Ann Tussey, 1507 Karin Street, said she was here regarding 1606 Karin Street.  She said since the Mayor is not here, she doesn’t know how many of Council has been updated, but she did receive a notification from Kevin Wood that they are going to replace the pieces of concrete on the sidewalk.  She is hoping that they can direct the water to the yard drains that they already have there.  She said her only concern with that is, why are they having all of that water coming to these yard drains.  She said they are going to have to wait to see how it works out.  She is not excited about these yard drains and she has told them that in previous Council meetings.  She said she still doesn’t see how that is going to clear up the problem of the water, and why that water was directed to their properties.  She said she doesn’t know if they have heard anything else, but that is where they stand.  She said they are wanting to pour concrete next week but it supposed to rain every day.  She said she actually has a renter in that house, and she doesn’t know if the Mayor knows, but she has requested that they notify those people because they are elderly and they have to be able to get out of that driveway or move their car ahead of time or something.  She said she has expressed to Kevin Wood that they need to be notified before they just tear up anything involving the driveway.

COMMUNICATIONS

            Mr. Kline said they have a communication from the Division of Liquor Control regarding a new liquor license for Oak Ridge House, LLC.  Mr. Haney moved, seconded by Mr. Hock, to request no hearing.  Ayes:  Cleary, Haney, Hock, Kline, Pierce – five.  Nays:  Brown –  one.

REPORTS – None

ORDINANCES

ORDINANCE NO. 25-46 –   AMENDING THE PERMANENT OPERATING BUDGET FOR THE CITY OF IRONTON, STATE OF OHIO, FOR THE FISCAL YEAR ENDING DECEMBER 31, 2025 AND DECLARING AN EMERGENCY was given first reading.

Mr. Haney stated that this ordinance was given a favorable recommendation by Finance Committee.  Mr. Haney moved, seconded by Mr. Hock, to suspend the rules and give Ordinance 25-46 second and third reading by title only.  Motion passed unanimously and Ordinance 25-46 was given second and third reading.  Mr. Haney moved, seconded by Mr. Pierce, to adopt Ordinance 25-46.  Motion passed unanimously.  ADOPTED

ORDINANCE NO. 25-47 –   AMENDING THE CITY OF IRONTON TAX CODE TO INCLUDE LANDLORD REPORTING PROVISIONS AND DECLARING AN EMERGENCY was given first reading.

Discussion:  Mr. Haney said he knows they have some new protocol and he asked Mr. Elam if this was part of that?  Mr. Elam said yes, this is to assist Income Tax in identification of . . .  Mr. Haney said, to replace some of the legwork they did on the other _________?  Mr. Elam said yes.  Mr. Kline said when Tracy Roach came to the meeting and discussed some of the things that other communities are doing, this was one of the recommendations, along with the software updates and other things.  Mr. Pierce stated that he was wondering when this will go into effect and is it something that the landowners will have to come to the City Tax Department and fill out forms, and can they mail it in or simply call it in?  Mr. Elam said they are hoping to have this form on line and they could electronically submit it to the Tax Department.  Mr. Pierce asked if that would start on January 1st?  Mr. Elam said they are hoping so.  He said he thinks a lot of this kind of hinges upon their conversion, but they are targeting January 1st.  Mr. Haney moved, seconded by Mr. Pierce, to suspend the rules and give Ordinance 25-47 second and third reading by title only.  Motion passed unanimously and Ordinance 25-47 was given second and third reading.  Mr. Cleary moved, seconded by Mr. Haney, to adopt Ordinance 25-47.  Motion passed unanimously.  ADOPTED

ORDINANCE NO. 25-48 –   AUTHORIZING THE MAYOR TO ENTER INTO AN ANTENNA SITE AGREEMENT WITH SBA TOWERS, LLC AND DECLARING AN EMERGENCY was given first reading

Mr. Kline said Mr. Elam requested that this have additional reading.

RESOLUTIONS

RESOLUTION NO. 25-49 –  A RESOLUTION ACCEPTING THE AMOUNTS IN RATES AS DETERMINED BY THE LAWRENCE COUNTY BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR AND DECLARING AN EMERGENCY was read.

Mr. Cleary moved, seconded by Mr. Haney, to adopt Resolution 25-49.  Mr. Kline said he wanted to note that Resolution 25-49 was given a favorable recommendation by Finance Committee.  Motion passed unanimously.  ADOPTED

            Mr. Cleary moved, seconded by Mr. Haney, to adjourn.  Motion passed unanimously.
