ORDINANCE NO. 20-56

REQUIRING COMPETITIVE BIDDING AND ESTIMATES FOR PURCHASES AND CONTRACTS AND DECLARING AN EMERGENCY

WHEREAS,  the current limit for competitive bidding on a single item purchase by the City of Ironton, Ohio is $25,000.00; and,

WHEREAS,  the current Ohio Revised Code requires competitive bidding requirements for all purchases over $50,000.00 unless determined to be an emergency; and,

WHEREAS,  the $25,000.00 limit for competitive bidding procedure by Ordinance 08-118 on single purchases has caused long delays and increased costs of these purchases by the City of Ironton.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF IRONTON, OHIO:

SECTION I:                That Ordinance No. 08-118 is hereby repealed.

SECTION II:              That all purchases and contracts exceeding $25,000.00 for a single item attempt to have a minimum of three comparable estimates.

SECTION III:             That all purchases and contracts exceeding $50,000.00 for a single item follow the current Ohio Revised Code for competitive bidding.

SECTION IV:             This Ordinance shall apply to appropriated funds, grants, Federal, and/or State funds that have been previously approved by Council.

SECTION V:              That this Ordinance is hereby declared an emergency measure necessary for the public peace, welfare, and safety of the citizens of the City of Ironton, Ohio.
